For Non-appropriated Fund Regular Employees of Marine Corps Community Services and the Personal & Family Readiness Division and other Miscellaneous Nonappropriated Funds.
Download [ Handbook ] As a Marine Corps Regular Nonappropriated Fund Employee, you have a comprehensive program of benefit plans that are provided to enhance the quality of your life. In order to help you understand how important these benefits are to both you and your family, we have prepared this handbook to explain what plans are available to you, how each plan works, and what benefits you might receive as a plan member.
In this handbook, you will find up-to-date summaries or brief information on:
Department of Defense Uniform Health Plans
Health Maintenance Organizations (HMO)
Life Insurance
Retirement Plan
401(k) Plan
In addition, we also include a brief summary on other benefits available to you, such as Worker’s Compensation and Social Security.
The plan summaries in the handbook are intended to give you an easy-to-use reference guide to your benefits. However, a summary of this type cannot cover all the details. Each benefit plan is fully documented in an Official Plan Document. If there is any discrepancy between the official documents and this summary, the plan documents will always govern. |

The employee benefits package available to all regular full time and regular part time civilian Marine Corps nonappropriated fund (NAF) employees provides a full range of options, including health insurance, life insurance, a group retirement plan and a 401(k) savings plan.
Enrollment in the benefits package is available to all eligible employees during their 31 day eligibility period. Failure to enroll during that period may result in delay or loss of coverage opportunity. Consult your local personnel office for more details. To learn more about the great 401(k) savings plan MCCS provides for you through Fidelity Investments, please click here.
Military Spousal Preference applicants hired in a flexible position will not lose their spouse preference eligibility until movement or hired into a regular full or part time position. Once the spouse accepts or declines such a federal position at the new duty station, eligibility terminates, whether or not the position was obtained through spouse preference.
Spouses with less than 6 months time remaining in the area may be non-selected for permanent continuing positions. Spouse preference may be exercised once per permanent relocation of military. If spouse preference is used to obtain a NAF vacancy, it cannot be used a second time for a civil service/APF vacancy, or vice versa. |
Designated Positions:
Employment is contingent on successful completion of criminal records check and a motor vehicle department check. Interview preference will be given to candidates who are recommended on the background check. |

Employee Health Benefits
Health Coverage
As a NAF instrumentality of the Federal Government, the Marine Corps NAF community offers health insurance through the Department of Defense (DoD) Uniform Health Plan (UHP). Aetna US Healthcare (AUSHC) is currently the third party administrator for the DoD UHP. DoD UHP includes coverage for medical and dental. Health Maintenance Organizations (HMOs) are available in some geographic locations, in addition to the DoD UHP. Under the DoD UHP there are two different benefit options available. Employees electing to enroll in the DoD UHP are mandated into the plan that is available in their geographic area. Listed below is a description of the available plans. For additional information, or specific plan coverage, please contact your local personnel office.
- Open Choice
This plan is known as a "preferred provider" plan. As a member of this plan, each member is required to seek medical care from a list of participating providers, known as "network providers". If care is obtained outside of this network, benefits will be paid at a lesser level. There is no requirement for a PCP with the Open Choice plan.
- Traditional Choice
This plan is known as a traditional "indemnity" plan. There are no networks to follow, there is no requirement to select a PCP. Under this plan, each member has an annual deductible and specific co-insurance limits.
To determine which plan is available in your geographic area, contact your local personnel office.
Dental Coverage
Enrollment in the dental plan is only offered to participants of the DoD UHP medical plan. If you are enrolled in an HMO plan that doesn't offer dental coverage then you may be eligible to enroll in the Aetna Dental plan. If you are enrolled in an HMO that offers dental coverage then your only option for dental insurance is with that HMO. You will not be eligible for dental coverage through Aetna.) IF YOU ARE NOT ENROLLED IN ONE OF THE MARINE CORPS SPONSORED MEDICAL PLANS, ENROLLMENT IN THE DENTAL PLAN IS NOT AUTHORIZED. |
